We have previously flagged that there are a number of proposals to change league structures in Scottish Rugby. These are planned to take effect for season 2019-20. These two proposals are:

Super 6 - setting up 6 part time semi pro sides who would recive payment for playing rugby. It is a bridge between the full Pro sides.

Agenda 3 - is a broader piece of work looking at the club game. One of the key features is about all clubs under Super 6 being solely amateur - ie no player payments expect expenses (and the amount of expenses regulated by HMRC criteria)
